Dr. Jose L. Bacusmo, who is now in his second term of office as VSU President, bared his accomplishments for the Calendar Year 2012. For convenience and easy retention among those who will browse what the VSU President had accomplished, Dr. Bacusmo divided his presentation into four major classifications, namely: instruction, research and extension, administration and finance, and planning and resource generation.

The Visayas State University, through the Office of the Vice President for Research and Extension (OVPRE), conducted the 5th VSU RDE Management Forum and Tripartite Budget Dialogue on January 17-18, 2013 at the PhilRootcrops Training Hall. The activity was participated in by some research coordinators and in-charge of RDE budget monitoring and evaluation from the different colleges and research centers of VSU System.

To guide the VSU President on what direction to take as he propels VSU to a greater height for administrative, academic and research excellence in the country, Dr. Jose L. Bacusmo laid out his 2013 Priority Plans in a meeting called among the key officials of the University. Dr. Bacusmo emphasized that his administration will smoothly move forward through the concerted efforts of the VSU executives with the full support and cooperation from the faculty, staff, students and other stakeholders. The VSU President pointed out that "To accomplish something, we must dream, plan and act."

The construction of a new state-of-the-art 3-storey VSU Library is now on-going after the initial amount of P9.5-million was released by the Department of Budget and Management (DBM) through Secretary Florencio B. Abad, Jr. to the Visayas State University.

Bacusmo, attended the 26th AACCUP Annual National Conference that was held on January 29 – 31, 2013 at the Punta Villa Resort Hotel in Arevalo, Iloilo City. The other key officials included: Dr. Oscar B. Posas, VP for Instruction; Dr. Lualhati M. Noriel, head of the University Accreditation Center; Engr. Manolo B. Loreto, Jr., Dean of Students; and Dr. Beatriz S. Belonias, Dean of the Graduate School.
