The Civil Service Commission (CSC) named VSU as one of the model state universities in the Philippines owing to its functional and efficient performance management system.
Based on CSC Region VIII reports, VSU’s Strategic Performance Management System (SPMS) has been functional since its implementation in December 2012. SPMS is a performance evaluation system required of state universities and colleges and government agencies by CSC to better identify, assess, and streamline performance measurement processes.
Meanwhile, CSC recognized VSU for meeting the Maturity Level II in performance management under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). Level II of four maturity levels implies a process-defined human resource management. The CSC document on PRIME-HRM said that a customized recruitment, selection, and placement procedures that follow an systematic process flow are one of the performance indicators for Level II Maturity.
Dr. Lourdes B. Cano, VSU director for administration and human resource development, said that through the guidance of PRIME-HRM, VSU’s HR practitioners are initiating more innovations and are more development-oriented.
