Former SEAMCO Secretariat Director is appointed as new VSU’s BOR Chair

The Commission on Higher Education (CHED) gets a new official with the designation of the former Director of the Southeast Asian Ministers of Education Organization (SEAMCO) Secretariat as its new Commissioner. She is the first woman to serve as Director of the SEAMCO Secretariat.
President Ferdinand Marcos, Jr. appointed Dr. Ethel Agnes P. Valenzuela on April 18, 2024, as the new CHED Commissioner who will serve until July 21, 2025, in lieu of the unexpired term of former CHED Commissioner Jo Mark Libre.
Dr. Valenzuela is an esteemed educator and researcher who worked for CHED for over a decade for policy reform in education and establishing partnerships and collaborations with international organizations.
She served as a faculty member and administrator in two renowned institutions in the country, namely the University of the Philippines Diliman (UPD) and De La Salle University (DLSU).
The new CHED Commissioner finished her doctoral studies in Education with a major in Education Management at the DLSU. She obtained her master’s degree in Education at the Philippine Normal University in Manila, and her bachelor’s degree in Secondary Education at the Divine World College of Calapan in Oriental Mindoro, respectively.
Dr. Valenzuela has championed different research and training engagements including the Asian Development Bank, World Bank, UNICEF, ASEAN, UNESCO, and USAID.
VSU would like to congratulate and welcome Dr. Valenzuela as the new commissioner of higher education in the country. Our university would also commend the service of former Board of Regents (BOR) Chair Commission Chairman J. Prospero de Vera III to the university.
In her message, VSU President Dr. Prose Ivy G. Yepes also expressed her gladness for the appointment of Dr. Valenzuela as the new Chairperson of the VSU-BOR.

Valenzuela and I’m personally excited to work with her in pushing for innovative programs that will take our beloved university to greater heights. I also express my sincere thanks to our former BOR Chair, our very active CHED Chairperson Dr. J. Prospero E. De Vera III, for working tirelessly to bring out the best for VSU,” Dr. Yepes said.
