As the year 2013 commences, the official publication of the Visayas State University—The VSU Obelisk—is publishing the chronology of significant events that happened in 2012. This issue highlights only the significant events that were covered by the VSU Obelisk staff as well as those submitted by news correspondents in various units, offices, departments, and colleges of the University and press releases from partner institutions. There might be some equally important events that were not covered by the staff, thus we anticipate your kind understanding.
January
MOA for biodiversity conservation in Silago signed
Dr. Jose L. Bacusmo, VSU President, signed the Memorandum of Agreement (MOA) between the Visayas State University, Municipality of Silago in Southern Leyte, Department of Environment and Natural Resources (DENR) through the Community Environment and Natural Resources Office (CENRO) in San Juan, So. Leyte, and Barangay Catmon in Silago. The MOA concretized the partnership for the establishment of a Long Term Ecological Research (LTER) in Barangay Catmon, Silago, Southern Leyte that will look into the preservation and protection of the watershed, increased water production and improved water quality, and biodiversity conservation in the barangay.
P8.4-million project for forest restoration in biodiversity areas
The Foundation for the Philippine Environment (FPE) represented by its Chief Executive Officer, Atty. Danny N. Valenzuela; the ViSCA Foundation for Agricultural and Rural Development, Inc. (ViFARD) represented by its Executive Director, Dr. Wolfreda T. Alesna; and the Visayas State University (VSU) represented by its President, Dr. Jose L. Bacusmo, entered into a Partnership Agreement for the implementation of the project "Up-Scaling Forest Restoration Efforts in Key Biodiversity Areas." The total project cost is P8,458,800.
DA Asec de Luna graces nat'l rootcrop RDE validation workshop
Hon. Edilberto M. de Luna, DA Assistant Secretary for Field Operations and National Coordinator of the Agri-Pinoy Corn Program, presented the "2011 Philippine Agriculture Performance and Thrusts for 2012 and Beyond" during the National Rootcrop RDE Validation Workshop. De Luna said that DA is promoting Agri-Pinoy (Agrikulturang Pilipino) as the strategic framework for all programs and services of the department. These four principles and features of Agri-Pinoy include food security and self-sufficiency, sustainable resource management, support services from farm to table, and broad-based local partnership.

DA-8 releases P400-thousand initial project fund to NARC
The Department of Agriculture Regional Field Unit 8 through its Regional Executive Director Antonio G. Gerundio has released an initial amount of P400-thousand to the project "Rapid Mass Propagation of Good Quality and Disease-Free Abaca Planting Materials for Rehabilitation, Establishment and Expansion of Abaca Farms in Region 8 (Eastern Visayas)" of VSU's National Abaca Research Center (NARC). The project hopes to rapidly mass produce virus-free and good quality abaca planting materials specifically suited for Region 8 especially the Laylay and Inosa varieties, through tissue culture techniques.
VSU pioneer nursing graduates get 84.21 percent passing in board exam
The Professional Regulation Commission (PRC) released in February 15 the results of the Nursing Licensure Examination in which VSU pioneering graduates of BS Nursing registered a high passing percentage of 84.21% in the Board Exam. Out of 58 examinees from VSU, 49 of them successfully passed the said Licensure Exam putting the University in the 25th place among the 483 schools throughout the country whose graduates took the 2011 Nursing Licensure Exam.
VSU and 2 faculty receive awards from AACCUP
The Visayas State University received a Plaque of Recognition from the Accrediting Agency of Chartered Colleges and Universities in the Philippines, Inc. (AACCUP) for being the institution that pioneered Institutional Accreditation and was awarded Level II Status on June 15, 2011. Dr. Manuel K. Palomar and Dr. Justiniano L. Seroy were also the recipients of the Crystal Service Award as AACCUP accreditors who have contributed and made major enhancements in promoting quality in a special program dubbed "Silver Toast". The awards were given during the 25th AACCUP Annual National Conference and Silver Anniversary at the Fiesta Pavilion of the Manila Hotel on February 20-22.
2 DOH faculty speak in Cambodia
Dr. Antonio A. Acedo, Jr., head of the Department of Horticulture (DOH), and Dr. Zenaida C. Gonzaga, DOH faculty, served as resource speakers during the Cambodia Vegetable Industry Forum held at the Grand Ballroom, Hotel Cambodiana on February 28-29. As experts in their chosen fields, Dr. Acedo was particularly asked to present his works in Cambodia, Vietnam, Lao and the Philippines on postharvest management of vegetables and possible opportunities for improvement. Dr. Gonzaga, on the other hand, presented a paper on "Emerging Production Trends in Southeast Asia" and narrated her work in growing vegetables in protective structures particularly those which were developed in key sites in VSU.

An Waray partylist representative graces VSU's honors and awards convo
Mr. Phillip Jude Acidre, Regional Chairman for Eastern Visayas and third nominee of the An Waray Partylist, was guest of honor during the 2012 VSU Honors and Awards Convocation. Mr. Acidre challenged the awardees, which comprises about 15 percent of the VSU student population, to put an end to the heritage of smallness among Filipinos.
VSU cadette is Miss PA ROTC Centennial 1st Runner Up
Miss Ea Kristine B. Tulin, a freshman BS Chemistry student and Corps Sponsor of the VSU ROTC Unit for SY 2011-2012 who represented the Eighth Regional Community Defense Group (8RCDG), was proclaimed 1st Runner Up in the Search for Miss Philippine Army (PA) Reserve Officer Training Corps (ROTC) Centennial. The beauty-and-brains tilt was held on March 9, 2012 at the Philippine Army Officers Clubhouse in Fort Andres Bonifacio, Metro Manila as one of the highlights of the Centennial Foundation of the ROTC.
Cong. Cari distributes scholarship certificates to 265 scholars
Two hundred sixty-five college students of VSU availed of the "Cong. Jose Carlos L. Cari Scholarship." Honorable Jose Carlos L. Cari, Congressman of the Fifth District of Leyte, distributed the scholarship certificates to the students. He handed over to Dr. Roberto C. Guarte, VP for Administration and Finance, a check worth P900,000 as an initial amount for the payment of tuition fees of the scholars.
German engineer shares expertise on renewable energy
Engr. Peter Billard, a Mechanical Engineer working at the Fichtner Consulting Engineers in Stuttgart, Germany, conducted a seminar on "Renewable Energy Sources for Rural Development" at the PhilRootcrops Training Hall. The speaker enumerated some possible renewable energy sources that can be tapped especially in the rural areas such as the solar power, micro-hydro power, and the biogas.
Leyte 5th District solon speaks at 37th VFES Commencement Rites
Honorable Jose Carlos L. Cari, Congressman of the Fifth District of Leyte, served as the guest speaker during the 37th Commencement Exercises of the ViSCA Foundation Elementary School (VFES).
VSU and 2 other SUCs ink MOA with DAR
VSU, together with the Southern Leyte State University in Sogod, Southern Leyte and the University of Eastern Philippines in Catarman, Northern Samar, entered into an agreement with the Department of Agrarian Reform (DAR) as partners in improving the lives of the agrarian reform beneficiaries (ARBs) in Region-8 under the Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) project

Geodetic Engineers meet at VSU
Members of the Geodetic Engineers of the Philippines (GEP) convened on March 30-31, 2012 at the VSU's Center for Continuing Education during its 37th GEP Regional Convention with the theme "Role of Geodetic Engineers in Disaster Risk Reduction Management." The occasion gave an opportunity for the GEs to have an exchange of ideas on current issues and concerns affecting engineers.
13 VSU students avail of An Waray Scholarship Grant
Thirteen VSU students have availed of the scholarship of the An Waray Scholarship Program. The scholarship assistance was awarded to the students by Mr. Philip Jude Acidre, chairman for Eastern Visayas and third nominee of the An Waray Partylist.

Governor Petilla speaks at 59th VSU Commencement Exercises
The governor of the Province of Leyte and now the Secretary of the Department of Energy, Honorable Carlos Jericho L. Petilla, served as the guest of honor and speaker during the 59th VSU Commencement Exercises in the morning of April 11, 2012 at the VSU Gymnatorium.
PhilRootcrops researchers reap awards in PSAE nat'l convention
Dr. Daniel Leslie S. Tan, Dr. Julie D. Tan, Engr. Ruel B. Delantar, and Mr. Mark A. Atanacio won first place among all entries in the Poster Category during the 62nd Annual National Convention and 23rd Agricultural Engineering Week of the Philippine Society of Agricultural Engineers. Moreover, Dr. D. L. S. Tan, Prof. Ramon R. Orias, and Mr. M. A. Atanacio's paper also won third place among the 13 entries in the Processing, Food Engineering, and Materials Science Category. The event was held on April 23-27, 2012 in Puerto Princesa City, Palawan.

VSU professor receives 2012 PMCP Pest Management Award for Instruction
Dr. Lucia M. Borines, professor of the Department of Pest Management (DPM), was recognized for her outstanding accomplishments in instruction by the Pest Management Council of the Philippines (PMCP) and was given the 2012 PMCP Pest Management Award for Instruction.
VSU alumni converge in 'Hollywood Glam'
Clad in Hollywood-inspired costumes as usually seen in the Oscar Awards Night, near to 300 VSU alumni who were officially registered in the VSU Grand Alumni Homecoming 2012 attended the "Hollywood Glam" (Alumni Night) as one of the highlights of the annual celebration. This year's alumni homecoming was anchored on the tagline "MagKiTiPay (Magkita-kita, Magtigum-tigom, Maglipay-lipay) na sab ta sa ViSCA" conceived by the host batches—Freshmen Batch 1982 and Batch 1985. One of the highlights was the coronation of the VSU Alumni King and Queen wherein Dr. Alma Castañares-Joglekar and Dr. Joel Bandibas won the title.
VSU researchers bag 2nd place for Best Paper Category in PSSST summit
Dr. Anabella B. Tulin, together with Mr. Chris G. Dorahy, Ms. Mechelle B. Rañises and Ms. Marciana B. Galambao, won 2nd place for their paper entitled "Nutrient Balance Studies for Sustainable Cabbage Production in P Deficient Soil", Best Paper Senior Category. The award was given during the 15th Annual Meeting and Scientific Conference of the Philippine Society of Soil Science and Technology, Inc. (PSSST) held on May 16-18, 2012 in Silliman University, Dumaguete City.
VSU alumnus is new Biliran PARO
Mr. Ismael Aya-ay, a 1980 BS in Agricultural Development Education (BSADE) major in Development Communication graduate of the then ViSCA, was installed on May 22, 2012 as the new Provincial Agrarian Reform Officer II (PARO II) of Biliran.
2 VSU employees in EXPERTS training in Czech Republic
Ms. Honey Sofia V. Colis and Ms. Luz G. Asio participated in the Staff Training Program under the project "Exchange by Promoting Quality Education, Research and Training in South and South-East Asia (EXPERTS)" funded by the European Commission Erasmus Mundus, through the Georg-August Universitat Gottingen in Germany. The month-long training program held on April 21-May 20, 2012 was coordinated by the Office for International Studies of Masaryk University (MU), Brno, Czech Republic being one of the seven partner-institutions in Europe.

Visayas Deputy Ombudsman meets VSU constituents
Hon. Pelagio S. Apostol, Deputy Ombudsman for Visayas, dropped-by the University on his way to Ormoc City on June 14, 2012 and had a Dialogue-Forum with some VSU constituents at the Training Hall of VSU's Philippine Root Crop Research and Training Center.
3 VSU studes avail of DOST-SEI and AGHAM Party List scholarship for BS Meteorology
Charlindo S. Torrion, Ger Anne Marie Duran, and Neil John P. Ramal are the first VSU recipients who availed of the 2012 Junior Level Science Scholarships (JLSS) for BS in Meteorology. The scholars shall enjoy the following privileges: tuition fees not to exceed P6,000/semester; book allowance of P2,500/semester; monthly stipend (P4,000 from DOST and P1,000 from AGHAM); one round-trip economy fare transportation allowance; group health and accident insurance; and graduation allowance of P1,000.
National scientist in chemistry speaks in NRCP-VRC assembly
Dr. Lourdes J. Cruz, national scientist in the field of chemistry and president of NRCP, delivered a keynote address during the 9th General Membership Assembly of the National Research Council of the Philippines – Visayas Regional Cluster (NRCP-VRC) at the VSU's Center for Continuing Education.
VSU avails of two generator sets from PCAARRD
After the Memorandum of Agreement (MOA) on "Rehabilitation and Strengthening of the Back-up Power Supply of the Visayas State University Research Laboratories" was signed by PCAARRD Executive Director Patricio S. Faylon and VSU President Jose L. Bacusmo, two sets of used generators (STAMFORD Generators with WHITE Engines) were transferred from PCAARRD to VSU in June 2012.

VFES avails of 250T financial support from Leyte 5th District solon
The request of Mr. Jesus Freddy M. Baldos, out-going chairman of the ViSCA Educational Foundation, Inc. (VEFI), for financial assistance for the construction of a covered walk and a comfort room at the ViSCA Foundation Elementary School (VFES) in VSU Campus has been granted by the Honorable Jose Carlos L. Cari, Congressman of the Fifth District of Leyte.
LEADS Agri and VSU institutionalize the Angat Pinoy Scholarship Grant
The LEAD Agricultural Products Corporation and the Visayas State University concretized the Memorandum of Agreement for the implementation of the LEADS Agri Angat Pinoy Scholarship Grant. LEADS Agri shall provide a maximum of fifteen thousand pesos (P15,000) per semester to the scholar for a maximum of four semesters, excluding summer, broken down as follows: tuition and other school fees – P6,000; book allowance – P1,500; and monthly stipend – P1,500.
More agreements sealed for VSU students' funding assistance
Memoranda of Agreements have been signed between VSU and three new scholarship sponsors, which will provide funding assistance to its poor and deserving students. Hon. Leonardo M. Javier Jr., Local Chief Executive of Javier, Leyte, offered 25 slots for VSU students from their municipality; Botica Cayunda, through its proprietress, Mrs. Elizabeth Cayunda, offered eight slots for School Year 2012-2013; while the Leyte Electric Cooperative (LEYECO IV) offered two slots for their "Programang Paeskuwela".
VSU launches TESDA skills training program
The Visayas State University, in partnership with the Technical Skills and Development Authority (TESDA) in the province of Leyte, launched on July 20, 2012 the Skills Training Program. Dr. Roberto C. Guarte, VP for Administration and Finance and dean of the College of Engineering, announced that VSU has already four (4) TESDA registered regular training programs that include Small Metal Arc Welding, Electrical Installation and Maintenance, Finishing Course for Call Center Agent, and Medical Transcription.
ViCARP RCTU and RMIS coordinators receive awards from DOST-PCAARRD
Dr. Wolfreda T. Alesna, coordinator of the Regional Communication and Training Unit (RCTU), and Engr. Sean O. Villagonzalo, coordinator of the Regional Management Information Services (RMIS) Unit, of ViCARP each received a Plaque of Appreciation from PCAARRD.
New VSU Records Office and Archives Center blessed
The new Records Office and Archives Center of the University was blessed on July 20, 2012 in a humble ceremony after the said Center was completely renovated. Dr. Bacusmo said that the Center will serve as the hub where the guests can see in a glance how the University started and what it is today as shown in the pictures hanged on the walls and by scanning the pages of some documents cased in glass boxes.

Cong. Angara, first ViSCA president speak at VSU's 88th Foundation Day The Honorable Congressman of the Lone District of Aurora, Atty. Juan Edgardo "Sonny" M. Angara, served as one of the anniversary convocation speakers on the occasion of the 88th VSU Founding Anniversary. He was followed by Dr. Fernando A. Bernardo, the first president of the then Visayas State College of Agriculture (ViSCA).
VICARP, DA-RRDEN sponsor Jackfruit FIESTA
More than a hundred representatives from the national and local government offices, private sector, academe, farmers and the media attended the Jackfruit Farms and Industry Encounters through Science and Technology Application (FIESTA). Sponsored by ViCARP, the Regional Research and Development Extension Network of DA-RFU 8, and the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development, the activity was held on August 6-7, 2012 at the VSU Convention Center.
National rodeo competition at VSU
Former Senator Juan Miguel F. Zubiri led the ceremonial branding during the National Rodeo Competition organized by the VSU's Department of Animal Science, in cooperation with the Association of Rodeo Enthusiasts in ViSCA.
VSU-PhilRice sign MOU for collaborative undertaking on rice R&D programs
The Visayas State University (VSU) and the Philippine Rice Research Institute (PhilRice) entered into a Memorandum of Understanding in pursuit of the goals and objectives of the two institutions' rice R&D programs. Both parties agreed to collaborate extensively on rice research, training, communication, extension, and human resource development projects.
Metrobank Senior VP is VSU Outstanding Alumnus
Mr. Bernardo H. Tocmo, 1982 BS in Agribusiness graduate of the then ViSCA who is now the Senior Vice President and head of the National Sales and Countryside Branches of the Metropolitan Bank and Trust Company (Metrobank), is this year's recipient of the Outstanding Alumnus Award accorded by VSU to its successful alumnus.
VSU grad gets 3rd place in Ag. Eng. Licensure Exam
Mr. Jackson Abelardo Bellen, a native of Caridad, Baybay City, Leyte and a 2012 graduate of VSU's Bachelor of Science in Agricultural Engineering, ranked third in the Agricultural Engineering Licensure Exam conducted by the Professional Regulations Commission (PRC) on August 21-22, 2012.
VSU embraces EO No. 80 re adoption of performance-based incentive system
The Visayas State University conducted two seminar-workshops in response to the President of the Philippines', Benigno Simeon C. Aquino III, Executive Order No. 80 series of 2012 directing all government employees to adopt the Performance-Based Incentive System. The first seminar-workshop was on Cascading of Agency Performance Targets. The other workshop was on the Crafting of Table of Major Final Outputs and Success Indicators as one of the basic attachments for the approval of the Strategic Performance Management System.

2 VSU instructors avail of Erasmus Mundus scholarship for master's study abroad
Mr. Manuel D. Gacutan, Jr. and Ms. Jedi Joy B. Mahilum, instructors of the Department of Animal Science and the Department of Plant Breeding and Genetics, respectively, availed of scholarship to pursue advance studies under the Erasmus Mundus Scholarship Programme.
3 VSU researchers' papers win awards in PSAS-VC convention
The paper of Miss Maita L. Aban entitled "Acceptability in Goats and Rumen In Situ Degradability of Foliage with Varying pH Levels from Selected Trees and Shrubs" won the Best Paper Award (First Place). On the other hand, the paper (Ph.D. Thesis) of Dr. Julius V. Abela entitled "Effects of Probiotic Supplementation on Sows Artificially Inseminated with PIC-Gene Transfer Semen in Selected Pig Farms in Leyte" won the Best Paper Award (Third Place). Likewise, the joint paper of Dr. Abela, Dr. Alberto A. Taveros, and Assoc. Prof. Agnes M. Taveros on "Controlled Field Trial to Evaluate the Effects of Mixing Feeds Using Locally Available Feedstuff for Productivity and Profitability of Stress Free Grower Pigs" bagged the Best Paper Award (Third Place). The awards were given during the 30th Philippine Society of Animal Science –Visayas Chapter (PSAS-VC) Scientific Seminar and Annual Convention held at the Bethel Guest House in Dumaguete City.
VSU's agriculture and education programs undergo Level IV (Phase 1) accreditation by AACCUP
The Agriculture and Education Programs of the Visayas State University (VSU) with Level III Re-Accredited Status accorded by the Accrediting Agency for Chartered Colleges and Universities in the Philippines (AACCUP) were subjected for Level IV (Phase 1) Accreditation by the same accrediting agency. The AACCUP Accreditation Team evaluated the seven programs both in the Undergraduate and Graduate Levels of VSU's Agriculture and Education Programs on September 10-14, 2012.
VSU's BS Geodetic Engineering graduate bags 10th place in licensure exam
Jefferson T. Cello landed in the 10th place in the licensure exam for geodetic engineer held on September 4-5. For five consecutive years now since 2008, VSU's BS Geodetic Engineering graduates always landed among the top ten placers in board examinations every year. Moreover, the institutional passing percentages of other Board Examinations taken by the VSU graduates were: Chemist Licensure Exam – 41.66%; Veterinarian Licensure Exam – 35.29%; Forester Licensure Exam – 62.50%; Agriculturist Licensure Exam – 47.92%; Nursing Licensure Exam – 53.33%; and Licensure Examination for Teachers – 66.67% (Elementary) and 73.68% (Secondary).
DEVCOM graduate wins Radio Broadcaster of the Year Award
Atty. Ruphil Bañoc, a 1998 graduate of the Bachelor of Science in Development Communication (BSDC) major in Community Broadcasting from the Visayas State University, recently won the Radio Broadcaster of the Year Award. The awarding ceremony, which was hosted by Globe Telecom, was held on September 18, 2012 at the Casino Español de Cebu in Cebu City.
VSU prexy presents paper in PCAARRD-sponsored training course; attends executive course in education management and leadership
Dr. Jose L. Bacusmo, VSU President, was invited by PCAARRD to speak on the topic "Generating and Managing Resources for R&D" during the training course on "Enhancing Effectiveness and Impact of R&D: The Role of Managerial Leadership." He also attended the executive development program for state universities and colleges conducted on September 27-29, 2012 at the Oriental Hotel in Legazpi City.
Akbayan partylist representative graces 31st ISRDS anniversary
Hon. Walden F. Bello, Akbayan Partylist Representative, served as the guest speaker during the 31st Anniversary Convocation Program of the Institute for Strategic Research and Development Studies (ISRDS) on September 21, 2012 at the ISRDS Training Room. Hon. Bello was a political activist during the Martial Law period and he coordinated the Anti-Martial Law coalition and established the Philippine Human Rights Lobby in Washington D.C.
CSC Leyte-Biliran director joins VSU's celebration of 112th CSC anniversary
Director Michael M. dela Cruz, Director II of Leyte-Biliran Field Office of the Civil Service Commission (CSC), joined the Visayas State University in celebrating the 112th CSC Anniversary as guest speaker. Dir. Dela Cruz emphasized that working in the government does not mean that we don't have a choice for a better life but rather it is our commitment to help build or rebuild the weakening public perception towards the bureaucracy's integrity and capability.
Two DBS faculty leave for Europe to pursue master's degree
Mr. Jayzon G. Bitacura and Mrs. Heremerose E. Matutes, instructors of the Department of Biological Sciences (DBS), left in September 2012 to pursue an International Course Programs (ICP) leading to a master's degree at universities in Belgium under a highly competitive international scholarship grant funded by the Flemish Interuniversity Council – University Cooperation for Development (VLIR-UOS). Mr. Bitacura is pursuing Master of Science in Molecular Biology major in Human Health while Ms. Matutes is pursuing Master of Science in Human Ecology

VSU president is UPLB outstanding alumnus; 4 professors receive distinguished alumni award
VSU President Jose L. Bacusmo has been named as the "2012 Outstanding UPLB Alumnus for Science and Technology University Management" by the University of the Philippines Los Baños Alumni Association (UPLBAA). Aside from the Outstanding Alumnus Award, Dr. Bacusmo was also the recipient of the College of Agriculture (CA) Distinguished Alumnus Award for Institutional Organization and Development. Together with him are three other VSU professors who received the CA Distinguished Alumni Award, namely: Dr. Antonio L. Acedo, Jr. - for Postharvest Horticulture; Dr. Ruben M. Gapasin - for Plant Disease Management; and Dr. Roberta D. Lauzon - for Food Science and Technology.
324 VSU college studes avail of Cong. Jose Carlos L. Cari Scholarship
A total of 324 college students of VSU have availed of the Congressman Jose Carlos L. Cari Scholarship. The scholarship certificates were given to the scholars during the Awarding Ceremony of the Cong. Jose Carlos L. Cari Scholarship on October 11, 2012 at the VSU Convention Center. The Congressman handed-over a check worth P907,000 for the scholars.
VSU hosts PACE Board special meeting
The Visayas State University hosted the special meeting of the Philippine Association of Communication Educators (PACE) Board on October 13, 2012. The meeting was presided by the current chairperson, Dr. Gwenetha Y. Pusta of the Faculty of Arts and Letters of the University of Sto. Tomas, and was held at the ViCARP-RRDEN TechnoMart and Pasalubong Counter.
AAACU elects VSU president as its new second vice president in Korea meet
The Asian Association of Agricultural Colleges and Universities (AAACU) has elected Dr. Jose L. Bacusmo, VSU President and Board Member of AAACU, as its new second vice president during the 19th AAACU Biennial Convention held on October 10-13, 2012 at the Seoul National University of the Republic of Korea. VSU researchers bag AFMA Best R&D Paper awards
Dr. Lucia M. Borines, professor of VSU's Department of Pest Management (DPM), together with Dr. Carlos S. Dela Cruz of DA's Regional Integrated Agricultural Research Center in Abuyog, Assoc. Prof. Reny G. Gerona, Dr. Ruben M. Gapasin, Ms. Victoria G. Palermo, Mr. Gil Guadalquiver—all from the DPM, and Dr. Rosalie Daniel and Dr. David Guest of the University of Sydney in Australia, was awarded the 2012 AFMA Best R&D Paper (Gold Winner) – Basic Research Category. The Awarding was held during the 24th National Research Symposium held on October 17-18, 2012 in Quezon City. Other winners included: Dr. Anabella B. Tulin and Ms. Marciana B. Galambao – 2012 AFMA Best Paper (Silver Winner) – Applied Research TA/TV-Agriculture Category.
VSU hosts int'l seminar-workshop on tropical ecology
The Visayas State University hosted the 13th International Seminar and Workshop on Tropical Ecology held on September 24 – October 6, 2012. The participants composed of staff, local and international students of scientific institutions, as well as other interested persons with related background, discussed issues focusing on the "Impact of Climate Change on Tropical Ecosystems."
DBS faculty finishes master's degree from Belgian universities
Mr. Art Russel R. Flandez, instructor of the Department of Biological Sciences (DBS), returned to the University after completing the degree Master of Science in Marine and Lacustrine Science and Management, jointly offered by three Flemish universities: Vrije Universiteit Brussel (VUB), Universiteit Gent (UGent), and Universiteit Antwerpen (UA) in the Kingdom of Belgium. Mr. Flandez pursued his graduate studies under the highly competitive Vlaamse Interuniversitaire Raad – University Development Cooperation (VLIR-UOS) international scholarship program.
VSU library has new wifi connection and databases
The University Library has just received 12 sets of computers from the Commission on Higher Education (CHED). These serve as work stations at the lobby and Computer Literature Services Unit. Wifi access points are now available at the Circulation and Filipiniana Sections.
AACCUP: VSU's BS Agriculture program qualifies for Level IV status
The BS in Agriculture program of the University has "Qualified for Level IV" status after the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), Inc. had conducted this year the first phase of evaluation.
PPS-VD members celebrate 50th anniversary at VSU
The Philippine Phytopathological Society, Inc.-Visayas Division (PPS-VD) celebrated its 50th Anniversary on October 25-26, 2012 with a "Meeting and Regional Scientific Conference" at the VSU's Center for Continuing Education. This year's theme is "PPS-VD: Facing the Challenges of Plant Disease in the Visayas."
VSULHS studes reap awards in reg'l S&T fair
Sixteen fourth year high school students of the Visayas State University Laboratory High School (VSULHS) garnered awards during the Regional Science and Technology Fair 2012 held on October 6-7 at the RELC-NEAP, DepEd Regional Office No. 8 in Candahug, Palo, Leyte. The papers presented by the VSULHS students which won top places in the different categories were as follows: (Individual Physical Category) - "Development of a Leaf Colorimeter Software Using the Self Organizing Map Algorithm", first place; (Individual Life Category) - "Novel Microorganisms with Potent Antibiotic Properties Isolated from Acid Soils of Matalom, Leyte", first place; (Group Life Category) - "Shelf-Life and Free Radical Scavenging Activity of Tomato (Lycopersicon esculentum L.) Fruits Coated with Hagimit (Ficus minahassae miq.) Extracts", first place; and (Group Physical Category) - "Production and Quality Evaluation of Wine from Jackfruit Co-Products", first place; and the study on the "Development of a Nutraceutical Beverage from Malunggay (Moringa oleifera Lam) Leaf Extract and Milk Whey", second place.
CSC-8 approves VSU's SPMS for initial implementation
The Civil Service Commission of Region 8 (CSC-8) through its Regional Director, Atty. Marilyn E. Taldo, congratulated the Visayas State University through its President, Dr. Jose L. Bacusmo, for having successfully completed the VSU Strategic Performance Management System (SPMS). The CSC approved the VSU SPMS after the committee who reviewed and evaluated the documents submitted by the University found everything in order and advised for initial implementation with a notation to provide for a linkage of VSU SPMS with the VSU Strategic Human Resource Plan (SHRP). The approval was received by the VSU Office of the President on October 15, 2012.

VSU-Isabel and VSU-Tolosa campuses pass preliminary survey by AACCUP
The Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), Inc. recently awarded "Candidate Status" to all programs submitted for accreditation during the Preliminary Survey Visit by AACCUP to the VSU-Isabel and VSU-Tolosa campuses. Results of the Preliminary Survey Visits to the VSU satellite campuses were sent by AACCUP Executive Director Manuel T. Corpus to VSU President Jose L. Bacusmo.
VSU's Organization of Biology Students among the top 12 finalists in 2012 Colgate Fresh U Project search
The Organization of Biology Students (OBioS) of VSU Main Campus was among the top 12 shortlisted finalists in the nationwide search for the 2012 Colgate Fresh U Project. The VSU OBioS submitted a research proposal entitled ''Establishment of Bouy for VSU Marine Sanctuary'' to the organizer.

Cornell Club of the Philippines President and Leyte 1st District Representative, Hon. Ferdinand Martin "FM" Romualdez, signed a Memorandum of Agreement with Visayas State University President Dr. Jose Bacusmo for the donation of P250,000 to cover the cash requirement of VSU for the implementation of the Scholarship Program for constituents of the province of Leyte.

The National Coconut Research Center-Visayas (NCRC-V) bested other trade exhibitors during the Regional Trade Fair dubbed as BAHANDI held at the Megatrade Hall 1 at the 5th Floor of Building "B" of SM Megamall in Mandaluyong City on November 7-11, 2012.
VSU signs MOU with Mirriam College to integrate local knowledge in education
The Visayas State University in Baybay City through its president, Dr. Jose L. Bacusmo, and the Mirriam College in Quezon City through its president, Dr. Rosario O. Lapus, have signed and entered into a Memorandum of Understanding (MOU) to pursue efforts in integrating local knowledge in education, specifically in the curriculum and research.
VSU research papers bag highest awards in the 24th Regional RDE Symposium
Two of VSU research papers received the highest awards in various categories during the recently concluded Joint ViCARP-RRDEN 24th Regional RDE Symposium. Hosted by the Eastern Samar State University in Borongan, Eastern Samar, the three-day symposium was conducted on November 21-23, 2012 at the VSU Convention Center.
The Outstanding RDE Projects that were selected by the Board of Judges from among the Best Papers presented in various categories and the respective researchers were as follows: Research Category – "Product Optimization and Market Testing of Dessert Red Wine from Purple Taro and Black Rice"; and Development Category – "Development of a Cost-Effective Protected Vegetable Cropping System in the Philippines."
PSLAB holds 8th scientific confab at VSU
The Philippine Society for Lactic Acid Bacteria (PSLAB), Inc. held its 8th Scientific Conference at the VSU's Center for Continuing Education on November 22-23, 2012. Dr. Fusao Tomita, professor emeritus at the Hokkaido University and first president of the Asian Federation of Societies for Lactic Acid Bacteria (AFSLAB), served as the keynote speaker.
DevCom mentor on a post-doc fellowship in Belgium
Dr. Rotacio S. Gravoso, professor of VSU's Department of Development Communication, received a post-doctoral fellowship under the Catholic Erasmus Mundus Action 2 Program.

CHED identifies VSU-DDC as COD in development communication
The Commission on Higher Education (CHED) through its chairperson, Dr. Patricia B. Licuanan, issued Memorandum Order No. 47 series of 2012 identifying the three universities throughout the country as centers of excellence and center of development for the communication and development communication programs. The Memo stipulated that the Center of Excellence (COE) in Communication is the University of the Philippines' Department of Communication Research of the College of Mass Communication. The Center of Excellence in Development Communication is the University of the Philippines Los Baños' College of Development Communication. On the other hand, the Center of Development (COD) in Development Communication is the Visayas State University's Department of Development Communication (DDC) of the College of Agriculture and Food Science.
US-based performers entertain VSU constituents in a concert
The VSU faculty, staff and students were in awed as they were mesmerized with the songs sung in a concert by US-based entertainers, Miss Kirby Asunto and Mr. Jonathan Badon, in the evening of December 2, 2012. Organized by the University Supreme Student Council under the leadership of Mr. Wilfred P. Alfeche, in cooperation with the VSU Culture and the Arts Center, the two-hour concert entertained the VSU constituents as they listened to a variety of songs ranging from popular songs (either sang in English or in Tagalog), broadway, and opera.
